Housing Programs
Permanent Local Housing Allocation (PLHA) Program
The PLHA program, funded by the California Department of Housing and Community Development (HCD), provides grants to local governments in California for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities. In order to receive PLHA funds, the City is required to submit a five-year PLHA Plan detailing the manner in which allocated funds will be used and compliance with program requirements.
The City of Upland is estimated to receive $1,667,022 for the five-year period. Based on stakeholder input and City department review, the City is proposing the following activities:

Habitat Homeownership in Upland
The City of Upland is currently working with Pomona Valley Habitat on the construction of a refurbished, affordable home in Upland.
First Time Home Buyer Program (FTHB)
The Housing Division of the Development Services Department provides low interest loans for First Time Home Buyers (FTHB) through federal grants. When funds are available, this program helps individuals and families who wish to purchase a home, but are unable to qualify and/or come up with the necessary down payment without financial assistance. This program is designed to help persons who would not otherwise achieve the American Dream of owning their own home. A program loan is a second mortgage; a 3% simple interest bearing loan with all payments deferred until the first occurrence of sale, refinancing, full payment of the first mortgage, or 30 years.
