Environmental Review

This section of the website contains California Environmental Quality Act (CEQA) documents for public review. Documents may include Notice of Availability (NOA), Notice of Intent (NOI), Initial Studies (IS), Negative Dedications (ND), Mitigated Negative Declarations (MND) and Environmental Impact Reports (EIR). During the public review period, members of the public are encouraged review and submit comments in writing via email, mail or in person at Upland City Hall.

The Draft IS/MND is being circulated for a 20-day public review period beginning October 28, 2020 and ending on Monday, November 16, 2020, pursuant to Section 15105 (b) of the CEQA Guidelines. Comments should be mailed or delivered to the City, at the address below no later than 6:00 PM on November 16, 2020. Project Location: The Project site is located immediately south of 11th Street, north of W. Arrow Route, west of Central Avenue, and east of Monte Vista Avenue at south-east corner of 11th Street and Dewey Way in the City of Upland, San Bernardino County, California. The Project site encompasses Assessor Parcel Number (APN) 1007-301-01.

Project Description: The Project involves the development of one warehouse building and associated site improvements on an approximately 4.9-acre site. The total amount of building floor space proposed is 92,275 square feet (s.f.), inclusive of 86,775 s.f. of warehouse use and 5,500 s.f. of office space. Improvements associated with the Project include the construction/installation of surface parking, landscaping, exterior lighting, and walls/fencing on-site.

Bridge Point Upland Initial Study/Mitigated Negative Declaration

The Draft IS/MND is being circulated for a 37-day review period beginning December 16, 2019, pursuant Section 15105(b) of the CEQA Guidelines. Persons responding are urged to submit their comments in writing. Comments should be mailed or delivered to the City, at the address below no later than 6:00 PM on January 21, 2020. Villa Serena Specific Plan Project Initial Study/Mitigated Negative Declaration

The Draft IS/MND was circulated for a 20-day review period beginning November 13, 2019 and ended on Monday, December 2, 2019, pursuant Section 15105(b) of the CEQA Guidelines.  In response, the City received comments from 15 individuals and the formal response to comments can be found below.
